What are the factors that make a fighter the best pound for pound boxer.... ?

Undefeated means nothing. I could fight crap my whole career (like floyd) and have a good record but no wins against top competition. Next amount of wins means nothing because chavez may have over a hundred wins but the first forty were against limited competition and he didn't fight for a world title until 45-0. What makes a p4p fighter is wins against the top people in the weight divisions he fights in and the amount of titles won plays a contributing factor. Like for example DLH won six titles in six weight cles. Thomas Hearns did it first but DLH is listed in the record books as doing it first because his six titles were the major four ( WBA, WBC, WBO, IBF). So wins against two of three of the top fighters in the division and your ability to win major titles against these top fighters is what makes a p4p fighter. Manny Pacquiao should be listed as number 1 in my opinion instead of calzaghe because calzaghe may be undisputed champ in supermiddleweight but he beat only two oldies in light heavyweight and fought only euro bums in supermiddle. But pac won four major titles in four weight cles and has shown that he is willing to fight who ever is on top in any reachable position. I think he should beat Hatton before being universially recognized, but right now I think he is the most notable.
