Is politial belief/affiliation merely a result of upbringing?

No. It is more influenced by cirstances that the individual experienced which could be a result of decisions made by the people in power at the time the choice of affiliation is made. A persons belief is always based on his own prejudices, what serves his purpose and what contradicts to it.
